Discursive fictions are transformed, presented and imposed as bare reality. The so-called “problem of young people who neither work nor study (NEET)” is a paradigmatic case of this situation, as we try to argue in these reflections. We formulate two hypotheses that are supported by the works of Bourdieu (2001) on symbolic effective- ness and Gusfield (2014) on the ideological construction of public problems: the issue in question is an artifice of language based on the power of its bearers to create realities by naming them; and it reflects the “moral panic” that a certain category of young people, seen as morally and intellectually weak children, causes on some groups of adults; which leads to naming them (NEET) and building control and domination devices in line with the prejudices and anxieties of adults. In this process, young people´s real interests, fears, concerns and desires are what matter the least.No es infrecuente que los medios de comunicación fabrican falsos problemas sociales que después son reconvertidos en problemas públicos por académicos para, finalmente, pasar a ser objeto de política pública de los gobernantes. De una ficción discursiva quedan transformados, presentados e impuestos como nuda realidad. El llamado “problema de los jóvenes que no trabajan ni estudian (nini)” es un caso paradigmático de esta situación, como se intenta argumentar en estas reflexiones. Se formula dos hipótesis que tienen apoyo en las obras de Bourdieu (2001) sobre la eficacia simbólica y de Gusfield (2014) sobre la construcción ideológica de los problemas públicos: el tema en cuestión es un artificio del lenguaje basado en el poder de que disponen sus portadores para crear realidades nombrándolas; y refleja el “pánico moral” que cierta categoría de jóvenes, vistos como niñatos moral e intelectualmente débiles, provoca en cierto grupo de adultos; lo que lleva a nombrarlos (NiNi) y a construir dispositivos de control y de dominación acordes con los prejuicios y angustias de los adultos.
