In this process the State kept an important role like intervening businessman the control of the commerce of the tobacco that it enabled strengthening economic growth. The low interventionism his mercantilist mode took place for the fiscal crisis and they enabled the illicit trade that presented the shopping district of tobacco, the results of the process surpassing the problems generated by the liberal phase of the Bourbon reforms.Conforme se iba extendiendo en el Perú el intervencionismo real por intermedio de las reformas borbónicas, se producía un crecimiento económico sostenido que beneficiaba a las fuerzas económicas del país. La política colonial bajo el impulso del Estado comenzó a rendir sus frutos, los cuales se manifestaron en los índices de recaudación que mostraba la caja fiscal. En este proceso el Estado cumplió un rol importante como empresario mediante el control del comercio del tabaco que permitió fortalecer el crecimiento económico.
