This paper aims to corroborate the thesis that the manager role necessarily implies being a spokesperson, and that role has not being fully fulfilled by the Peruvian State, causing the management of social conflicts to be deficient.El presente artículo aborda esencialmente el rol que el Estado peruano ha venido desarrollando en los últimos años en la gestión de los conflictos sociales, partiendo de la premisa de que desempeña siempre un papel protagónico desde sus tres niveles de gobierno.
