Clemente Palma, after his 1897 thesis was referenced by Pedro Zulen, intervened in the debate denying the indigenous people the capacity for education. On the contrary, he proposed that the mestizo from the coast and the criollo are the only ones capable of being educated. Thus, they would no longer be exploiters and would treat the indigenous people well. The latter should subordinate themselves to the former, given that their intellectual capacities are limited. The controversy evaluates the continuities and changes regarding what he supported in 1897 in his thesis "The Future of Races in Peru".El intelectual peruano Clemente Palma, calificado como el divulgador más importante del racismo científico en el Perú, interviene en la polémica de abril de 1909 que versó sobre el valor de la educación en la posible transformación del indígena peruano. Clemente Palma, luego de que su tesis de 1897 fuese aludida por Pedro Zulen, interviene en el debate en donde niega al indígena la capacidad de educarse. Al contrario, propone que el mestizo de la costa y el criollo son los únicos que pueden educarse. Así pues, ya no serían explotadores y darían un buen trato al indígena. Este último debería subordinarse a aquellos toda vez que sus capacidades intelectuales tienen límites fijados.
