For the Peruvian electricity market –with predominant hydroelectric production and complete liberalization of the spot market– a Nash-Cournot intertemporal equilibrium model is presented, solved as a mixed complementarity problem, which allows a diagnosis of the existence of market power and the application of essential measures. for the adoption of regulatory policies. It also proposes transition measures to competition.En este ensayo se realiza una rápida revisión de las crisis de las reformas del sector eléctrico en Latinoamérica y en particular en el Perú; se identifican los principales factores de la misma y la ineficacia de la Ley de Generación Eficiente, así como los fuertes indicios de poder de mercado. Para el mercado eléctrico peruano –de producción hidroeléctrica predominante y liberalización completa del mercado spot– se presenta un modelo de equilibrio intertemporal Nash-Cournot resuelto como problema de complementaridad mixta, que permite hacer un diagnóstico de la existencia de poder de mercado y aplicar medidas esenciales para la adopción de políticas de regulación.
