A qualitative research, of phenomenological design, was proposed. The sample consisted of 15 directors of public institutions of the primary and secondary level, from a non-probabilistic sampling of an intentional type. The instruments used were: sociodemographic data sheet, semi-structured interview and focus group. The results showed that the management staff knew the management document and made an effort to achieve the assigned competencies as pedagogical leaders. In conclusion, it was possible to understand the managers' perception of the Manager's Good Performance Framework, as the main input to create a learning community in their schools. in public educational institutions, in relation to each of the proposed objectives. The findings made it possible to identify emerging categories that served as support for the interpretation of the results.El objetivo de esta investigación fue comprender la percepción del personal directivo respecto al Marco del Buen Desempeño del Directivo en la creación de una comunidad de aprendizaje. Se planteó una investigación cualitativa, de diseño fenomenológico. La muestra estuvo conformada por 15 directivos de instituciones públicas del nivel primario y secundario, desde un muestreo no probabilístico de tipo intencional. Los instrumentos utilizados fueron: ficha de datos sociodemográficos, entrevista semi estructurada y grupo focal. Los resultados mostraron que el personal directivo conocía el documento de gestión y se esforzaron por alcanzar las competencias asignadas como líderes pedagógicos. En conclusión, se logró comprender la percepción de los directivos sobre el Marco del Buen Desempeño del Directivo, como insumo principal para crear una comunidad de aprendizaje en sus escuelas. en las instituciones educativas públicas, en relación con cada uno de los objetivos propuestos.
