In short, the so-called New Technologies do not constitute strange entities and alien to the social, which descend from somewhere and "permeate" social life. Rather they are subject, in some way, to a complex form of socio-historical causal determinism, which founds and explains them. Iniciaremos este texto con una afirmación categórica y central que servirá de base al presente ensayo: plantearse la cuestión política en relación con las mal llamadas Nuevas Tecnologías implica problematizar los aspectos más relevantes y sustanciales de ellas, en términos de la importancia que estas tienen para nuestra sociedad latinoamericana. En suma, las llamadas Nuevas Tecnologías no constituyen entes extraños y ajenos a lo social, que descienden de alguna parte y "permean" la vida social. Más bien ellas están sujetas, de algún modo, a una forma compleja de determinismo causal socio-histórico, que las funda y las explica.Universidad de Lima.
