First, because, despite the investment from the public treasury and the contributions from international cooperation for the strategy to combat poverty, the problems that persisted showed the poor focus of the investment, the loss of objectives, the leaking of aid and the dispersion of the programs, in addition to the serious problems of administration of the resources. Second, because reelectionist political campaigns were associated with the intensification and expansion of food support for urban and rural populations.Los programas sociales de lucha contra la pobreza han estado en permanente observación tanto por los beneficiarios de estos programas como por las críticas que recibieron por el uso político que se les dio. Dos grandes temas concitaron el interés por el estudio de estos programas. Primero, porque, a pesar de la inversión del tesoro público y de los aportes de la cooperación internacional para la estrategia de lucha contra la pobreza, los problemas que persistían evidenciaban el mal enfoque de la inversión, la pérdida de objetivos, la filtración de la ayuda y la dispersión de los programa, además de los serios problemas de administración de los recursos.
