On the one hand, the need to supply drinking water to a population that was growing rapidly and, on the other, the use of a high volume of aquifers by industrial mining processes that produce sodium nitrate, implied assuming different initiatives to satisfy these requirements.En el transcurso del siglo XIX, la extracción de guano y salitre hizo que las dificultades normales para la existencia humana en la desértica región de Tarapacá se acrecentaran a niveles nunca imaginados hasta ese momento, especialmente en lo relativo a la utilización de los recursos hídricos.
