This is simply described as long (from the end of the 18th century until the emergence of the wool trade around 1840), and as basically mining and commercial (Choquehuanca, 1833; Jacobsen, 1983; Deustua, 1986; Tamayo, 1982:78).La interacción de presencia militar, economía campesina y escasez de recursos durante los primeros veinte años de la República son hechos que, en la bibliografía existente sobre Puno, siempre han sido asociados. En estos trabajos se enfatiza la inestabilidad política y la sucesión de acciones militares en un contexto de crisis económica (Basadre, 1969, T.2), antes que la dinámica de la crisis económica.
