Traditionally, water has been distributed through a variety of social agreements, but not through markets, based on the validity of private property rights over water.El agua es un bien esencial para la vida humana; por ello, no es extraño que en la historia de la humanidad ciertas culturas le hayan atribuido incluso valores religiosos. Actualmente, el agua dulce parece hacerse cada vez más escasa y su gestión presenta importantes problemas, lo cual ha llevado a reconsiderar los valores que se atribuyen a este recurso, y la manera cómo se asigna a sus diferentes usos.
