The path to develop such a policy has been paved by the actions of the Peruvian State throughout its history, highlighting its participation in the creation of the "thesis of the two hundred nautical miles" and in the adoption of the "United Nations Convention on the Law of the Sea" (UNCLOS). Although Peru is not a State party to the UNCLOS, it has not ceased to participate in maritime forums or in the new developments on the ocean governance. However, in order to develop an ocean foreign policy, it is vital that Peru accede to the UNCLOS.El presente artículo abordará el punto de vista del autor relativo a la necesidad del Perú de elaborar una política exterior oceánica, la cual, es acorde a los intereses del Estado. El camino para elaborar dicha política ha sido pavimentado por las actuaciones del Estado peruano a lo largo de su historia, destacando su participación en la generación de la “tesis de las doscientas millas marinas” y en la adopción del texto de “Convención de las Naciones Unidas sobre el Derecho del Mar” (CONVEMAR).
