Esta cuestión resulta crucial, pues, a largo plazo, el éxito o fracaso de la reforma se explicaría por el nivel de coincidencia de intereses entre ambos grupos. En el caso del Perú, la reforma de policía es un claro ejemplo de cómo la lucha política intrínseca al proceso reformista fue clave para darle sentido a un corpus reglamentario específico para la ciudad y el cabildo de Lima.
