Our main point is that the nature of the poverty they try to confront corresponds to that existing in that country, and it is quite different from the one most massively present in underdeveloped countries.En este artículo presentaremos una de las génesis de lo que actualmente es, para muchos, lo más original de la política social: la lucha contra la pobreza. Para ello recurriremos principalmente a un esfuerzo pionero de reorientación de dicha lucha que se presentó en un folleto de la Cámara de Comercio de los EEUU, editado en 1965, con el título The Concept of Poverty, donde se hacen las distinciones y deslindes conceptuales que nos permiten establecer buena parte del ámbito asignado a la lucha contra la pobreza en la actualidad. Ello implicó definir de cierta manera la situación de pobreza y a los pobres.
