One of them was the primacy of the parliamentary system, which agreed, among other reforms, to annul the presidential veto. Thus, the Constitutional Charter of 1933 established that the president was prevented from observing the laws. Although the will of the legislators had been to withdraw the right to veto from the Executive Branch, the Constitution itself recognized this right in the Sixth Transitory Provision, causing a problem of interpretation. However, according to the author, these Provisions were subordinated to the implementation of the bicameral regime, which was the only condition for their existence, and therefore, once the Provisional Senate was established, they disappeared. To that extent, the right to veto, provisionally granted in the Sixth Transitory Provision, would operate until the implementation of the bicameral system disappeared. In this context, this article analyzes the convoluted path that the right to veto suffered by the Executive under the 1933 Constitution.Luego de la caída del régimen de Leguía, se instauraró una serie de modificaciones que, posteriormente, fueron recogidas en la Asamblea Constituyente de 1931. Una de ellas, fue la primacía del sistema Parlamentarista que acordó, entre otras reformas, anular el veto presidencial. Así, la Carta Constitucional de 1933 establecía que el presidente se encontraba impedido de observar las leyes. Aunque la voluntad de los legisladores había sido retirar el derecho al veto al Poder Ejecutivo, la misma Constitución reconocía dicho derecho en la Sexta Disposición Transitoria, provocando un problema de interpretación. Sin embargo, de acuerdo al autor, estas Disposiciones se encontraban subordinadas a la implantación del régimen bicameral, siendo esta la única condición de su existencia, por lo que, una vez implado el Senado Provisorio, las mismas desaparecían. En esa medida, el derecho al veto, concedido provisionalmente en la Sexta Disposición Transitoria, operaría hasta que la implantación de la bicameralidad lo desapareciera.
