Consequently, a family uprooting is generated that limits the rights of these minors in the stage of execution of a sanction that in time is disproportionate and contradictory to the principles detailed in the Preliminary Title of the aforementioned norm.Los objetivos y alcances del Código de Responsabilidad Penal de Adolescentes resultan disfuncionales al ejecutarse una evaluación de la jurisprudencia de la Corte Interamericana de Derechos Humanos aplicables a la etapa de rehabilitación, resocialización y reinserción social aplicable a «adultos condenados por comisión de delitos» y a los «adolescentes infractores». Respecto de las obligaciones del Estado de brindar garantías procesales y constitucionales a los adolescentes infractores en un proceso penal, existen escasos centros juveniles, donde se puede ejecutar una medida socioeducativa de internación.
