Thus, the reseach concludes with proposals for a better efficiency in the hiring of public servants.El presente artículo nos muestra la problemática que existe entre el gobierno y el servicio civil, exponiendo los limitados esfuerzos que se vienen dando hasta el momento. Así, en esta investigación se describen los factores que existen en la mala contratación de los servidores públicos; haciéndose referencia a los principales antecedentes de las reformas y contrarreformas existentes.
