Infrastructure and investment plans are usually linked to project portfolios in transportation, sanitation, education, health, irrigation, among others. However, the territorial approach in the preparation and management of projects has acquired greater relevance in government policies. For example, in investments in economic logistics corridor, in a drainage basin, in risk management against natural hazards, or in urban development and mobility. The fact is that decision-making is based on the analysis of a territory and all the multisectoral and socioeconomic dynamics that it implies. The investment, budget and planning systems have advanced significantly in the application of tools and methodologies. It remains to promote and advance on this path so that it can be expressed in the execution of a medium and long-term portfolio with well-identified and measured development objectives.Las decisiones de inversión en las políticas públicas han estado asociadas a un enfoque sectorial y de servicios. Los planes de infraestructura e inversión suelen estar vinculados a carteras de proyectos en transportes, saneamiento, educación, salud, riego, entre otros. Sin embargo, el enfoque territorial en la preparación y gestión de proyectos ha adquirido mayor relevancia en las políticas de los gobiernos. Por ejemplo, en las inversiones en un corredor económico logístico, en una cuenca hidrográfica, en la gestión de riesgos frente a peligros naturales, o en el desarrollo y movilidad urbana. El hecho es que la toma de decisiones se hace sobre la base del análisis de un territorio y toda la dinámica multisectorial y socio económica que ello implica. Los sistemas de inversiones, presupuesto y planeamiento han avanzado de manera importante en la aplicación de herramientas y metodologías.
