When the responsecapacity of the operators up to the regional government is exceeded, level IV and V of national emergency can be declaredactivating response mechanisms in the central level instances and concomitantly in international cooperation through theNational Humanitarian Network. International relief is deployed based on criteria that are taken into account by globalresponse mechanisms, such as responding to real needs, establishing coordinated efforts, availability in the shortest time, anavailable logistics chain, and meeting immediate needs; criteria that seek to reduce the deaths and suffering of people in theaffected area. Likewise, making available to the countries the multi-threat response framework, emergency medical teams andthe resources that are required by the country, makes it possible to diversify operations, depending on the needs and timing ofthe aid required by the affected country, according to to global availability. It should be remembered that the interventionscarried out with the support of cooperation seek to complement the efforts made by the government and its health sector, so it is suggestive to generate an exit or transfer strategy to move from response to recovery and finally development.La ayuda internacional en el sector salud representa un apoyo a los países afectados, especialmente ante la ocurrencia defenómenos naturales generadores de eventos multipeligros, como puede llegar a ser el Fenómeno El Niño. Cuando la capacidad de respuesta de los operadores y el gobierno regional es sobrepasada, el nivel IV y V de emergencia nacional puede ser declarado activando mecanismos de respuesta en las instancias de nivel central y concomitantemente en la cooperación internacional a través de la Red Humanitaria Nacional. La ayuda internacional se despliega a partir de criterios que son tomados en cuenta por los mecanismos de respuesta a nivel mundial, tales como responder a necesidades reales, establecer esfuerzos coordinados, disponibilidad en el menor tiempo, una cadena logística disponible y lograr atender necesidades inmediatas; criterios que buscan reducir las muertes y el sufrimiento de las personas en la zona de afectación. Asimismo, poner a disposición de los países el marco de respuesta multiamenaza, equipos médicos de emergencia y los recursos que sean requeridos por el país, permite diversificar las operaciones, dependiendo de las necesidades y la temporalidad de la ayuda requerida por el país afectado, acorde a la disponibilidad a nivel global.
