In this context, it becomes relegated to postpone key actorsof the reforms, namely: workers health. The evidence of this are persistence of: the lack of government in the field of human resources, centralist and inequitable distribution, the precariousness of employment, rising occupational health problems, high migration, the deregulation of training and professional practice in the Peru. It is urgent to meet the challenges set for the Decade of human resources in health 2006-2015.El tema de la reforma en salud ha cobrado un nuevo impulso en el Perú, debido a que vía decretos legislativos, se quiere implementar una serie de cambios a los cuales se les ha denominado de manera inadecuada ‘reforma de salud’, ya que no altera en lo fundamental la estructura y funcionamiento de nuestro sistema segmentado y excluyente. En este contexto, se vuelve a relegar y postergar a los actores claves de las reformas, a saber: los trabajadores de salud. Las evidencias de esta situación, entre otras, son las siguientes: lapersistencia de la ausencia de rectoría en el campo de los recursos humanos; el sector público no dispone de recursos humanos suficientes para universalizar la cobertura de atención en salud; alarmante déficit de especialistas en regiones, con una distribución centralista e inequitativa; la precarización del empleo, los crecientes problemas de salud ocupacional, la alta migración de profesionales, la desregulación de la formación y del ejercicio profesional en el Perú.
