description En los últimos años se ha podido percibir el surgimiento de movimientos populistas antiglobalistas que desafían el ordenamiento multilateral que se estableció luego del fin de la Guerra Fría. El Perú ha sido un aliado histórico del sistema establecido por los organismos internacionales, y continúa reforzando la legitimidad de estas. Sin embargo, es necesario buscar oportunidades de desarrollo que permitan al país la creación de nuevas oportunidades para ejecutar su política exterior sin que ella quede sujeta a vacilaciones ideológicas o intereses particulares. Así, esta investigación utiliza teorías de relaciones internacionales para analizar escenarios de política exterior específicos basados en los objetivos del Perú que se plasman en el Acuerdo Nacional, y con ello predecir cuál sería la mejor línea de acción en términos de la utilidad que se pueda generar para el país.

I proceed in three steps. The first section presents the principles established by Western hegemony after the Cold War era, before turning to the current turmoil that defies its ideals as well as attempting to understand the reasons behind this situation. The second segment outlines the theoretical approach of the rationalactor model (RAM) embraced by liberalism, which provides a helpful framework to comprehend the individual state-level interactions amongst different actors. Finally, the third section addresses the goals and intentions behind Peru’s foreign policy priorities, as well as its existing ideological obstacles.
