Sin embargo, en cuanto a las medidas específicas establecidas, al igual que al esfuerzo real en asegurarse que la ley sea implementada, es la ideología de cada régimen la que marca la pauta.

It is concluded that the type of regime shared by both leaders (being authoritarian regimes) is what leads them to promulgate laws in favor of the industry —in opposition to the democratically elected governments that preceded and succeeded them—.
