Respecto a la metodología desarrollada, la investigación ha sido elaborada con el enfoque cuali-cuantitativo; por cuanto se han realizado entrevistas al Jefe de la División de Investigación Criminal de Tumbes, Jefe del Departamento de Homicidios, Comisarios PNP de San Juan de la Virgen, San Jacinto, Andrés Araujo Román y San Isidro; y, al Fiscal Especializado en Crimen Organizado de Tumbes. Asimismo, se construyó un cuestionario con 25 preguntas, aplicado a 25 policías que presta servicios en la DIVINCRI PNP Tumbes; la muestra es no probabilística, igual a la población de estudio. Para el análisis se aplicó el razonamiento deductivo; de igual forma, se ha practicado el análisis documental sobre el homicidio y otras muertes violentas y la función de investigación; además se efectuó el contraste de hipótesis con el Chi Cuadrado de Pearson-Bondad de Independencia. Se ha establecido que La Región Policial Tumbes a partir del año 2012, tiene el primer lugar de mayor incidencia de homicidios que los demás departamentos del país; pese a contar con el menor número de habitantes; y, se ha determinado la relación de influencia entre la investigación del delito de Homicidio en la Seguridad Ciudadana.

Regarding the methodology developed, the research has been developed with the qualitative-quantitative approach; inasmuch as interviews have been conducted with the Head of the Criminal Investigation Division of Tumbes, Head of the Homicide Department, Commissioner of the PNP commissariats of San Juan de la Virgen, San Jacinto, Andrés Araujo Román and San Isidro; and, to the Specialized Attorney in Organized Crime of Tumbes. Likewise, a questionnaire was constructed with 25 questions, applied to 25 police officers that provide services in the DIVINCRI PNP Tumbes; the sample is not probabilistic, equal to the study population. For the analysis the deductive reasoning was applied; similarly, documentary analysis has been carried out on homicide and other violent deaths and the investigative function; In addition, the hypothesis test was carried out with Pearson's Chi-Square of Independence.
