  In 1997, data traffic over the telephone network in the U.S. surpassed that of voice. By then it was possible to send voice messages over the Internet. However, this was not as easy as it looked. A new generation of mobile technology and advances in Internet portend changes to alter their current risk free nature of universal network without controls.
En 1997, el tráfico de datos por la red telefónica en EE.UU. sobrepasó al de voz. Para entonces ya existía la posibilidad de enviar mensajes de voz por Internet. Sin embargo, esto no resultó tan fácil como parecía. Una nueva generación de teléfonos y avances en la tecnología presagian cambios en Internet, a riesgo de alterar su naturaleza actual de red universal libre y sin controles.
