El Congreso tiene actualmente una imagen debilitada y un escaso índice de confianza de parte de la ciudadanía, esto plantea el desafío de cómo el Congreso podría mejorar su relación con el ciudadano, qué instrumentos democráticos y transparentes puede emplear para mejorar una relación que le quita iniciativa y capacidad de liderazgo para llevar el rumbo a una nación en la que se toman decisiones que comprometen a todos. Este trabajo aborda el proceso de toma de decisiones políticas emprendido por el parlamento peruano respecto de la ley de cambio climático. En otras palabras, examina el proceso político que atravesaron las iniciativas legislativas climáticas desde que se presentaron y discutieron en las comisiones parlamentarias hasta su aprobación y promulgación, con el propósito de demostrar que el Congreso de la República ha adoptado una conducta proactiva y propositiva en materia de la legislación del cambio climático, pese a algunas visiones que postulan la preeminencia de los poderes ejecutivos. In a context where digital media increases the proliferation of information, this research addresses media literacy as a possible solution to fake news. This article analyzes the relationship that fourth-year high school students from a school in Lima have with the media they interact with, in order to evaluate the degree of development of their media literacy. To do this, the CRAAP test was applied, which allows us to know the criteria they take into account when distinguishing a fake news story from a true one based on levels of currency, relevance, authorship, accuracy, and purpose of the text. As a result, the students evaluated false and true information very similarly, leading to the conclusion that they do not possess an adequate level of media literacy. Additionally, some clues are given to interpret the problem.

This article analyzes the negative evolution of the revenues of the European public media and the audience of its television channels between 2010 and 2018. The financial and share data –mainly obtained from the EAO– have been contrasted, at a quantitative level, with homogenizing economic indicators such as PPP; and have been grouped around the models proposed by Hallin and Mancini (2004, 2008, 2013). At a qualitative level, with the interviews of two academics –Tiziano Bonini (University of Siena) and Marko Ala-Fossi (University of Tampere)– and Mika Ojamies, director of international relations at YLE. However, despite the confirmation of this negative trend, there is no correlation between the decline in income and that of the audience. In any case, the Academy evidences the need to develop new financing systems that guarantee the budgetary stability of public media.

The goal of this article is to analyze the degree of maturity in the digital transformation of the public relations and communication departments of the companies with the highest turnover that belong to the Spanish Association of Communication Directors-Dircom by applying the model for digital transformation proposed by Westerman, Bonnet and McAfee (2012), based on the vectors of leadership and digital capacity. For this purpose, a questionnaire was sent to those responsible for communication of this type of companies. La presente tesis recoge la problemática del incumplimiento de las funciones parlamentarias específicamente en la función representativa, función legislativa, función electoral y función consejo administrativo, basándose en experiencias e indicadores, determinando que la razón de este incumplimiento corresponde al sistema parlamentario adoptado, es decir el unicameralismo. Proponemos que instaurando una segunda cámara que se encargue del cumplimiento de las funciones antes mencionadas, lograra una mejor dinámica y sinergia dentro del Parlamento, como ocurre en otros países de mayor trascendencia democrática. Finalmente, se recoge la opinión y criterios de especialistas en el tema, parlamentarios y juristas que avalan la instauración del Sistema Bicameral.

Research on media coverage of electoral campaigns point to an increasing mediatization. This paper seeks to corroborate whether the trend also takes place in exceptional circumstances, such as those surrounding the regional elections in Catalonia in 2017. The analysis compares the frames observed in six newspapers (El País, El Mundo, La Vanguardia, El Periódico de Catalunya, Punt Avui and Ara) with those adopted by the seven political parties represented in the autonomous parliament (JuntsXCat, ERC, PSC, PP, Ciudadanos, En Comú-Podem and CUP). The results indicate that the symbolic frames characteristic of collective action were dominant in the political discourses, although the media logic once again became hegemonic in global terms.

En la actualidad los niveles de aprobación con los que cuentan los parlamentarios en nuestro país son muy bajos, pues los ciudadanos no creen en la representación que los congresistas tienen en el parlamento, ello se debe a la figura del transfuguismo, la cual a la fecha no se encuentra debidamente regulada, pues se advierte un gran vacío legal en este tema, lo que termina por aumentar los niveles de desconfianza de la población en sus autoridades. The paper presents a review of the literature of news coverage on female presidential candidates. For this purpose, seven coverage frames are included: a) visibility, b) gender reiteration, c) mediation of the intimate sphere, personality, d) thematic agenda, e) tonality and f) particularities of the media. Finally, an operationalization proposal is formulated for each of the frames that could be used in future research that addresses these political figures. It is concluded that women are represented from their intimate sphere and femininity, characteristics that are far from being culturally appropriate for debate in the public and political arena.

¿Qué factores determinan que el Congreso funcione como un órgano favorable para fortalecer la democracia o que sea el escenario en el que actúan improvisados líderes carismáticos con un paso fugaz por la política? Algunos de los factores trascienden al Congreso y dependen más bien del proceso político y contexto socio cultural del país.
