El presente proyecto tiene la intención de analizar las funciones políticas del Tribunal Constitucional peruano a través de sus decisiones (control judicial de constitucionalidad) en los diferentes conflictos competenciales suscitados en el último quinquenio. Específicamente, busca establecer cuál es el rol del Tribunal Constitucional como órgano autónomo e independiente respecto a las relaciones entre el Poder Legislativo y el Poder Ejecutivo, haciendo énfasis en el desempeño que tiene el TC a través de sus decisiones en el equilibrio de poderes. La representación política de las mujeres implica una serie de retos, que ha conllevado a producir un estancamiento del porcentaje de mujeres en el órgano legislativo, tanto a nivel global como nacional. El Perú es un caso particular en relación a la participación parlamentaria, pues si bien es cierto que cuenta con una amplia oferta de candidaturas femeninas, nunca se ha superado el 30% de escaños conformado por mujeres, tal como lo establece la cuota de género. Esto se hace evidente en las Elecciones Congresales Extraordinarias del 2020, en el cual solo 34 mujeres lograron ocupar escaños en el Congreso de la República. Esta situación demuestra que el electorado peruano continúa manteniendo una posición patriarcal y machista frente al incremento de mujeres en cargos de representación. The Brexit referendum is a good example of the particular vulnerability of the European project when fighting disinformation. Therefore, EU institutions have developed a series of initiatives throughout 2018 to define a European strategy to counter disinformation that emphasizes the responsibility of social networks in reporting false content. In addition, given the weakness of the European public sphere, the European institutions support the creation of European networks of fact checkers. This strategy implies the denunciation of lies, rather than the promotion of alternative interpretive frames, which authors like Lakoff (2004) consider an error from a framing point of view. This paper focuses on two case studies, Brazil and Argentina, in which, after several years of leftist governments, two right-wing candidates succeeded and became president. These are Jair Bolsonaro, who was a candidate of the Social Liberal Party and is the current president of Brazil; and Mauricio Macri, who won the presidency of Argentina with the right-wing Coalition Cambiemos. Considering the results of the last presidential elections, it seems that in Argentina this right turn could not be sustained over time; meanwhile, in Brazil, the Partido de los Trabajadores achieve a relevant presence in Parliament. This paper concludes that this turn to the right did not happen because it was not a political turn like the pink tide. The purpose of this paper is to provide a theoretical approach to the notion of political counter-narrative. Given the novelty of this narrative technique, its causes are first addressed: moral absolutism, affective polarization, informational chaos, uncertainty, and digital tribalism. Then, the counter-narrative is defined as a semantic structure that, regardless of temporality, seeks to destroy the symbolic capital of the adversary. Subsequently, its main features –reactivity, negativity, emotiveness, stereotyping, and permanence– are detailed, as are its functions –linking wills through opposition, drawing clear identity boundaries, being emotionally rewarding, and simplifying reality–. The goal of this article is to analyze the degree of maturity in the digital transformation of the public relations and communication departments of the companies with the highest turnover that belong to the Spanish Association of Communication Directors-Dircom by applying the model for digital transformation proposed by Westerman, Bonnet and McAfee (2012), based on the vectors of leadership and digital capacity. For this purpose, a questionnaire was sent to those responsible for communication of this type of companies. En las últimas dos décadas, la humanidad ha intensificado su interés sobre el efecto invernadero provocado por las emisiones de CO2. Es conocido que los bosques son muy importantes en servicios ambientales, entre ellos el almacenamiento y la captura de CO2. Sin embargo, existen agroecosistemas que tienen la misma función ambiental que muchos de los bosques manejados, como por ejemplo un agroecosistema de cacao (Theobroma cacao L.), que tiene potencial de ser incorporado en servicios ecosistémicos. El objetivo principal de este trabajo es demostrar cómo a través de los parlamentos se logra un grado de legitimación en los mecanismos de integración. Asimismo, introduce al Estado como principal actor internacional y resalte el regionalismo en términos de gobernanza. Para demos-trarlo, analiza las instituciones parlamentarias internacionales de cada mecanismo de integra-ción; tales como la Alianza del Pacífico, Unasur y Celac. La relación explicaría que mientras mayor sea el grado de participación parlamentaria direccionada desde el poder ejecutivo de cada país, mayor acercamiento a un proceso de regionalización. Sin embargo, aún hay una brecha entre estos procesos formales y su implementación, puesto que son condicionados por la diplo-macia y la autoridad política.
