The capacity of state agencies varies greatly among Latin American states, but this significant variation remains largely understudied in political science. The few studies that do analyze this phenomenon primarily concentrate on domestic causes as explanations for the variation. This article focuses on another influence on agency capacities that contributes to understand this uneven capacity of the state in the region: international determinants, and proposes two mechanisms that link external causes to enhancement of agency capacities in developing states: a) capacity by external challenges and b) capacity by external linkages. The operation of these mechanisms is illustrated through an analysis of state agencies in Colombia and Peru.

As a product of the armed violence and the human rights violations committed in the decades of the eighties and nineties, the Peruvian government initiated a process of transitional justice in order to compensate the victims and reconcile a fragmented and divided society. However, there are still issues pending in that matter. One of these issues is the search of the missing persons.The present article will delve into the importance of a policy of search of missing persons in the light of the international obligations on human rights matters of the Peruvian state, and will analyze the weaknesses of their judicial actions to accomplish this task. The need of a centralized organism in charge of this function will be sustained, and a normative proposal for its implementation in the Peruvian legal system will be presented.

In recent years, the concept of social capital has been taken up again to analyze human and social relationships. Social capital is manifested in networks of trust, cooperation and informal norms. This resource, influenced by exogenous factors and the agency of the actors, is key to community well-being. Using the methodology of social network analysis and integrating elements of presence of trust and social norms, in addition to the relevance of social actors, the necessary data was obtained. The analysis reveals that the ejido Emiliano Zapata work group functions as a community cohesive by personal ties and values, rather than by formal rules. The violence in Mexico has brought a wide framework of complexities. According to the National Registry of Missing and Unaccounted For Persons (RNPDNO, 2024) “the State of Mexico, we are the third federal entity with the largest number of people whose whereabouts are unknown with 12,448, only behind Jalisco with 14,986 and Tamaulipas with 13, 176”. Faced with a bleak panorama, various organizational strategies have emerged that respond to the crisis of missing persons, as is the case of search collectives, which challenge the “status quo”. In the wake of socio-environmental conflict of Bagua (2009)—caused by police violence against indigenous people (awajun and wampis) who defended their collective rights to land—Perú forcibly became the first latin American country to approve a Prior Consultation Law (2011). This paper analyzes the constitution of the advertising field from the birth of companies that organize productive models and professional identities around collective actions. It is based on the premise that the agency was the institution responsible for outlining the conditions for the existence of a segment, which had never existed before. This study concentrates on the examination of the first professional dispositions instituted by the agencies between the mid-nineteenth and early twentieth centuries in the United States and Europe and the subsequent reproduction of this pattern of business in Brazil. Thus, it is sought to highlight, with the historical path of these pioneer agencies, the emergence of professional functions and their forms of action combined for the social recognition of advertising field.

The telecommunications sector continues its startup process and hopefully will give the competition a step shorter. The Osiptel has shown an unclear conduct its work regulator, seems to be focusing on the company, not end users or the market itself. So depend on the performance of the agency, exclusively from now on, that privatization of the sector benefits society as a whole: better prices, quality services and genuine competition. The task of promoting competition in the supply of fixed line service and subject to flat rate Internet service is pending.

The present article aims to explore the way in which collectivity and authority is perceived and understood in the context of a recently decentralized, neoliberal state. In this sense, the author utilizes the concept of postregulatory government to refer to forms of government, prevalent in Peru and Latin America, in which the enforcement and issuance of regulatory standards and norms is left up to non-state agencies and institutions.By providing examples of real scenarios of decision-making at the local and regional government levels in the Peruvian Andes. The author aims to show how three components: collectivity, politics, and law, have reconfigured themselves as elements characteristic of the new decentralized, Peruvian state.

This research arises from the need to reduce corruption within public institutions, specifically, in government procurement. At present, it is clear that corruption has reached every sector of the government, even in the most complex government systems, such as public procurement, where a large amount of money is spent to achieve a collective goal. However, such a social goal is cut short by corruption acts within public agencies when executing contracts. In this regard, to stop such illegal acts in State procurement, it is necessary to supervise the actions of procurement agents. Criminal compliance thus emerges as a solution to curb this social problem in the form of a regulatory compliance program designed to reduce the risk of corruption acts.

This article reconstructs the process that led to Chilean postal reforms (1840-1852) and argues that their impetus resulted from the convergence of structural conditions (political peace, financial stability, and commercial boom) and an intellectual context favorable to "material progress." Drawing on official sources and ministerial reports, it traces how denunciations of the administrative obsolescence of the postal service and pressures from public and private actors (ministers, Valparaíso merchants, the press) grew from the late 1830s onward. It also examines the legislative projects of 1849-1850 (Urízar, congressional committee, Varas) and the dispute between privatization (through public tender) and a state-run model. This article analyzes the repercussions on journalistic activity of the regulatory measures adopted by the United States and Europe to protect privacy in the use of drones. Similarities and differences between the adopted regulations are evaluated. It is observed that in the United States recommendations are generally chosen, in which drone user´s willingness prevails over third parties´ right to privacy. However, there are exceptions, such as the cases of the states of Texas and California, where the use of drones without proper authorization is considered a violation of the right to privacy. In Europe, the regulations are applicable to all member countries, and the system provides more guarantees, considering the principles of necessity and transparency.

The «Miracle of San Martín» in the Peruvian Amazon is a metaphor that is known nationally and internationally, for the recovery of state order in a region that has been convulsed by terrorism and drug trafficking.
