En el presente trabajo se analiza la RTF N.º 03893-A-2013 que es jurisprudencia de observancia obligatoria emitida por el Tribunal Fiscal al amparo del artículo 154º del Código Tributario y como los principios de contabilidad generalmente aceptados son aplicados en la determinación del primer método de valoración aduanera dentro de los procesos de duda razonable iniciados por la Administración Tributaria, para dicho análisis y crítica se han seguido las directrices y normativa del Acuerdo del Valor OMC, Decisión 571 de la CAN, Resolución 1684 de la SG de la CAN donde el Perú como país miembro tiene que cumplir con dichos parámetros normativos e incorporar en su normativa interna los dispositivos señalados. This article arises from the interrelation of different theoretical and methodological perspectives in the areas of Communication and Anthropology in order to analyze the media treatment of the situation of indigenous peoples in Argentine territory. To do this, theoretical concepts of the Agenda Setting theory were operationalized and a content analysis was developed from the collection of journalistic articles from the most far-reaching online information portals in Argentina, in the period from August 2018 to June, 2019. The conclusions show: a low information coverage on the subject; the construction and reproduction of meanings and representations around native peoples linked to the reinforcement of stereotypes and prejudices; and little opportunity for them to be actors and sources of information.

Introducción: La rabia humana transmitida por perros continúa siendo un grave problema de salud global, con más de 59.000 muertes anuales y una mortalidad del 100% una vez que aparecen los síntomas. La prevención depende del control de la enfermedad en la población canina mediante estrategias efectivas de vigilancia, vacunación y respuesta rápida. En la ciudad de Arequipa, donde hubo reintroducción en el 2015, siguen presentándose casos con una frecuencia de casi uno por semana.
