Ecological and local markets emerge as an option where both producers and consumers can maximize their benefits while deciding to participate in ecological behaviors such as maintaining production processes with low environmental impact, adequate waste management and the reduction of pollutants discharged into the environment, which gives added value to the benefit of the local producer for maintaining their healthy environment. Meanwhile, the consumer can maximize their usefulness through the purchase of products that cover their consumption needs, but also provide additional utility based on their ecological attributes, valued by this type of consumers who appreciate these attributes as health benefits or environmental safety. This article analyses policy learning processes in decision-making during the process of vaccination against COVID-19, defined in two phases: vaccine procurement and vaccination campaigns, in Latin American countries. On the one hand, it is argued that some of the strategies implemented are explained through policy diffusion mechanisms. Among these, we can consider the definition of priority population groups or the implementation of doses through COVAX. Other measures derive from the operational capacities previously created by governments, such as the deployment of mobile, cross-border or awareness-raising vaccination and health campaigns to address previous infections in the region. The purpose of this paper is to provide a theoretical approach to the notion of political counter-narrative. Given the novelty of this narrative technique, its causes are first addressed: moral absolutism, affective polarization, informational chaos, uncertainty, and digital tribalism. Then, the counter-narrative is defined as a semantic structure that, regardless of temporality, seeks to destroy the symbolic capital of the adversary. Subsequently, its main features –reactivity, negativity, emotiveness, stereotyping, and permanence– are detailed, as are its functions –linking wills through opposition, drawing clear identity boundaries, being emotionally rewarding, and simplifying reality–.
