Studies about indigenous political participation become socially relevant at the time of elucidating the problems facing the system of participatory and representative democracy in Mexico and Latin America. Securing the interests and fulfilling the demands of the indigenous population, through the vote, highlights the role of political parties and questions their real functioning in order to provide democratic stability to the political system. In this sense, the link between the indigenous population and political parties becomes essential for democratic development and for the institutionalization of the parties themselves; however, what happens when the indigenous population is in a migratory context such as Monterrey and its metropolitan area in northeast Mexico? How is this link between political parties and indigenous people for the materialization of their demands and democratic s...

Political parties have ceased fulfilling substantial representative functions. Their legitimacy lies now on their role as governmental agencies. This led to an increasing interpenetration between parties and the states, and to the empowerment of those leaders that occupy executive offices. In the Latin American context these features are particularly intense in the case of ruling parties in countries where traditional parties collapsed or suffered significant brand dilution. In these cases the president controls the ruling party, while the «really existent» party organization is built up on the basis of networks recruited by the elected leader to run the government. The central argument of this article is that Peronism is the sole political force which has managed to adapt successfully to the conditions of electoral competition in contemporary Argentina. The president´s autono...

The enactment of the General Law on the Donation and Transplantation of Human Organs and/or Tissues, Law N.º 28189, and its Regulations, Supreme Decree N.º 014-2005-SA, has aroused the interest of the medical community. This is due to the approach that these regulations, especially the latter, have taken to the medical and legal determination of death. In this context, the author's analysis focuses on Title II of the aforementioned regulation, entitled "Diagnosis of death". This section sets out the guidelines and criteria for declaring death, either by the irreversible cessation of cardiorespiratory function or by the disappearance of encephalic activity, also known as encephalic death. The analysis aims to identify improvements and shortcomings in the regulations, thus contributing to the optimisation of national legislation on the determination of death and the criteria necessary fo...

This paper analyzes the information treatment of the Mapuche people in the newspaper El Mercurio during two periods. First, between 1950 and 1973 (twentieth century); and second, during the years 2010, 2013 and 2014, (21st century). To this end, a corpus of 340 journalistic texts has been selected, of which 147 correspond to the 20th century (1950-1970) and 193, to the 21st century (2010, 2013-2014). The analysis shows that most of the frames are linked to conflicts, criminal prosecutions and arson attacks; so that El Mercurio prioritizes connotations and negative events to inform about the Mapuche indigenous people.
