The exceptions and limitations to authors’ rights is an important part of the regulation on the subject. In this sense, they play a significant role in attenuating the tension between creators and the public that seeks the widest access to the work. Proof of its relevance is the celebration of the Treaty of Marrakesh, where the first time a rule of international law occupies its text in an exclusive way to say matter. However its recognition and the scope of regulation, both nationally and internationally, the difficulties presented are the particularities that the new technological environment involves.

The purpose of this article is to review the general legal framework of Copyright and Related Rights in the Peruvian legislation and the articles that regulate the exceptions and limitations to copyright related to persons with disabilities. Then, we seek to describe the Treaty of Marrakesh, analyzing its main provisions and obligations for States parties, to facilitate the access to published works for persons who are blind, visually impaired, or otherwise disabled to access printed text and, finally, we seek to analyze the impact of its implementation on the Copyright legislation in Peru.

A study was carried out with the aim of determining the influence of knowledge of intellectual property on the collection of copyright in the city of Tacna. The methodology used is basic, with a non-experimental, cross-sectional and explanatory design aimed at evaluating a sample of 162 users of APDAYC, using the survey technique and the questionnaire as an instrument. The results show a very high level of knowledge of intellectual property for the payment of royalties (89%). The level of copyright collection compliance is high (84%), and they indicate low levels of late payment in addition to payment compliance. Th e aim was to describe the communicative theoretical transition from the mental model of teaching to the registration of software as copyright.
