For which, a citizen survey was carried out, the result of which was analyzed; Likewise, pertinent documentary information was reviewed. The investigation was carried out on the basis of a diagnosis whose time limit is 2020; identifying ineffectiveness in the situational diagnosis and planning system, in closing gaps in services to citizens, in the evaluation and monitoring of results, and in the continuous improvement of administrative systems and attention to citizens. A series of theoretical aspects related to public management, municipal management and sustainable development were addressed. Finally, a proposal for a management model for local governments is presented, taking as a reference the situation of the district of Lurigancho (Chosica).La presente investigación tiene como objetivo principal el establecer la relación entre la inexistencia del desarrollo sostenible del distrito de Lurigancho (Chosica) y la carencia de un modelo de gestión que propicie adecuadas políticas públicas. Para lo cual, se realizó una encuesta ciudadana, cuyo resultado fue analizado; asimismo, se revisó información documental pertinente. La investigación se efectuó sobre la base de un diagnóstico que tiene como límite temporal el año 2020; identificando ineficacia en el diagnóstico situacional y sistema de planificación, en el cierre de brechas en servicios a la ciudadanía, en la evaluación y monitoreo de resultados, y en la mejora continua de los sistemas administrativos y atención a la ciudadanía. Se abordó una serie de aspectos teóricos relacionados a la gestión pública, gestión municipal y desarrollo sostenible.
