Introduction. Social participation and empowerment of citizens is an essential public health function, necessary for collective action of protection, promotion and improvement of health. The National Superintendence of Health (SUSALUD) is an institution that protects health rights by empowering citizens at the center of the national health system, promoting shared responsibility through the Health Services Users Boards (JUS). The objetive of the present study was determine the knowledge, perceptions and practices of the members of the JUS on the normative framework and functions of SUSALUD and the JUS, in the period 2015-2016. La protección de los derechos en salud, se encuentra directamente relacionada con la garantía del ejercicio del Derecho a la Salud, entendido no sólo como el derecho al nivel más alto alcanzable de salud física y mental, sino al acceso universal a la atención en salud. In Peru, The National Health Authority (SUSALUD) is granted the responsibility to promote, protect and defend the health rights of every citizen. However, in the Peruvian Health System (PHS) there exists an insufficient culture of health rights, a low level of knowledge of health rights by the population, and a limited degree of cooperation between users, providers and funders. In light of this limited popular participation in the health rights of the citizenry, it has been necessary for SUSALUD to pursue various activities in order to promote the exercise of health rights by Peruvians.
