El interés de este esfuerzo es proponer soluciones a las dificultades que afronta un distrito rural andino peruano, como la falta de interconectividad, pobreza, inadecuadas condiciones de vida y pocas oportunidades para desarrollarse social y económicamente. El documento consta de ocho capítulos, comenzando con una introducción que relata una reseña histórica del distrito, el marco normativo a revisar, la problemática estudiada desde diferentes enfoques y las metodologías referenciales de casos de estudios similares. En el marco teórico, se definirán conceptos importantes de la movilidad, sostenibilidad, ordenamiento territorial y tránsito. Fue fundamental la recopilación de información sobre el medio físico, población, economía e infraestructura del distrito, además de las investigaciones en campo que se realizaron. Esta información se ordenó, proceso y analizó para tener un diagnóstico claro de la situación actual de la movilidad y transporte de la comunidad. En paralelo, se estudió la organización espacial del territorio, con los principales usos de suelo y sus potenciales económicos, para dar una propuesta de zonificación en zonas de futuro aprovechamiento urbano que converge con una nueva red vial. Se concluye presentando la propuesta de Plan de Movilidad Sostenible que viene acompañado de quince proyectos que satisfagan las necesidades actuales y futuras de la población de Larcay en términos de transporte urbano, seguridad vial, institucionalidad, infraestructura vial y movilidad no motorizada.

The interest of this effort is to propose solutions to the difficulties faced by a rural district in the Peruvian Andes, such as lack of interconnectivity, poverty, inadequate living conditions and few opportunities for social and economic development. The document consists of eight chapters, beginning with an introduction that provides a historical overview of the district, the regulatory framework to be reviewed, the problems studied from different perspectives and the reference methodologies of similar case studies. In the theoretical framework, important concepts of mobility, sustainability, land use planning and traffic will be defined. Gathering information on the district's physical environment, population, economy, and infrastructure was essential, in addition to the field research that was carried out. This information was organized, processed and analyzed to have a clear diagnosis of the current situation of mobility and transportation in the community. In parallel, the spatial organization of the territory was studied, with the main land uses and their economic potential, to provide a proposal for zoning in areas of future urban development that converge with a new road network.
