Summary:The telecommunications not only in Peru but worldwide are the center of attention. It is a concern not only of legislative and administrative authorities, the latter in its regulatory capacity, but also of private companies and global authorities; But just remember the APEC meeting held in Peru in 2008, and that one of the core points was how to reduce the digital divide and integrate into this virtual world, which brings us the Internet service or Data transmission, which is also a telecommunications service. The present investigation, having as basic guideline the Constitutional State of Law, makes a study of the concepts related to telecommunications, as well as performs, a critical analysis to the statistics of the Sector, in order to outline the status of telecommunications in our Country and in our region Freedom, and later evaluate the problem of the same, as to the need to achieve the goal of universal service and close the digital divide. The research carried out leads us to maintain that the current regulatory measures have not achieved a substantive reduction of tariffs in the fixed telephony service nor has the access to voice and data services, especially within urban areas, Of lower purchasing power and of rural areas; In the same way the regulatory requirements regarding the quality of the service, have mainly focused on technical aspects of the service, neglecting other aspects such as information service, fulfillment of obligations and attention to complaints. Certain regulatory policies must therefore be reformulated to achieve the desired longing for integration, which is the primary objective of telecommunications.
