Summary:It took hold to a period in which the economic activity is being directed by dramatic changes in the environment. The globalization, the opening of markets, the hyper competitiveness, the formation of regional blocks, the rapid adoption of Internet, between other factors, are stimulating the analysis, the selection and the adequacy of new business models to produce and to exchange value. This new economy creates a series of opportunities for the development of the companies - principally, small and medium , but simultaneously also it creates many threats and barriers for those organizations that are not ready to compete in this new context. Though the new economy sympathetic on all the organizations, has major impact on small and medium, due to the shortage of resources and the lack of facilities that face for the access to sources of information, training, financing, technological equipments, commercial links, etc., that allows them a better positioning in the global market. In spite of the fact that we are witnesses in the world of a major worry for the development of the small and medium companies on the part of the governments for his evident transcendence in the development of the nations, expressed in a high participation in the GDP, in the number of companies that arise every year and in the quantity of sources of work that it generates , it is possible to observe in numerous experiences, that his insertion in the new economy is riddled with round failures. In the majority of the cases, the above mentioned mistakes they are a product of the lack of information, involucrate and an inadequate determination of the aims that the organization appears and there is demonstrated, furthermore, given the problematic in which the pymes are situated immersed, product of his own familiar nature and in conjunction with the scanty existing factors of promotion. Es for it that makes to it imperative the development of an integral strategy that it allows to stimulate to the small and medium companies using the new business concepts based on the conformation of networks (clusters), hierarchies and electronic markets. These new structures do not arise only as alternatives to face, or to survive these new rules of game, but they are formations that arise in other latitudes of the rest of the world before the need to develop new skills that as a whole it allows them to diminish costs of production, storage, marketing and sales of his different products and services, as well as in order that acting sinérgicament could develop to the maximum the capacity of innovation and technological development. Conscious of the preponderant role of the small and medium companies in the economic and social takeoff of Peru, I feel motivated to developing this integral strategy that could be applied by these companies for his insertion in the new economy of a successful way.
