Pocas veces el Perú republicano ha estado tan cerca de poder elegir entre la regeneración y la corrupción. Desde el siglo XV, en Occidente, el Estado ha desempeñado un rol fundamental en la sociedad y hoy sigue haciéndolo. Sin embargo, tampoco se puede culpar al neoliberalismo de lo que pasa. Se entiende como un esquema general que puede favorecer a quienes mejor se desempeñan dentro de él. Lo paradójico es que precisamente es el Estado quien, a través del gobierno y la clase política, debe aprovechar dicho esquema para promover el desarrollo material de la sociedad. Obviamente, el Perú se encuentra lejísimos de siquiera pensar en cómo desenvolverse dentro de dicho esquema; al punto que hacerlo o no, no forma parte del debate nacional. |
